General Anti-Avoidance Rule Hitting Wrong Target ?

The Institute of Chartered Accounts has published a response, TaxRep 55/13, to HMRC’s August consultation on targeting promoters of dubious tax schemes. The problem is that adding yet another layer of expensive compliance onto already regulated tax advisers will just leave the unregulated sector even more free to push their schemes, often from overseas.
