French Tax on Customer Courtesy ?

Intrigued by French reports of a cafe in Brittany being fined €9,000 tax when customers returned drinks trays and empty glasses as a courtesy to the bar. The supposed problem for the French social security agency was an alleged breach of labour laws and undeclared labour. The cafe owner is reported as saying the fine was a scam.
