French HGV Tax to Target “Foreign” Vehicles

So Ségolène Royal (France’s Ecology Minister) is thinking of a “levy” (tax fans will know what that euphemism means) on foreign (i.e. not French) trucks using France’s road network.

I am inclined to agree with The National Federation of Transport User Associations (FNAUT) whom I understand have suggested that a “foreigners” HGV tax would be discriminatory and so in contravention of European Union law. FNAUT argue in favour of the “polluter pays” principle. Absolument!!
