An Outside View on Home Rule for England and Tax

Only England out of all the UK nations is denied its own tax raising powers and is not allowed its own Parliament. It just does not seem fair to me, as a tax barrister and Irish, that taxpayers in England are denied the same rights that everyone else in the UK has.
